These projection files are provided as a courtesy and convenience 
  for GIS practitioners and students.  All of these files come directly
  from the ESRI ArcGIS 9.0 desktop software with the exception of
  the wisconsin_state/wtm83-91.prj which comes directly from the 
  Wisconsin DNR website and is the official statewide standard
  projection:

  The wtm83.prj file is for older data sets that are set to the original
  NAD83 datum prior to the high accuracy 1991 adjustment (HGPN or HARN).
